What Is One Nation One Ration Card (ONORC) in Telangana?
One Nation One Ration Card (ONORC) is a national arrangement. It is meant to let card holders collect grain at other shops, not only the shop named on the card.
Whether it works for your card at a particular shop can change. The shop's ePoS machine (the fingerprint machine at the shop) has to accept your card and your fingerprint. So a refusal can come from three places: the shop, the machine or your card record.
Ration Card Problem or Fair Price Shop Problem?
One test sorts most cases. Try the same card at your home shop. Then compare.
| What you see | Likely side | Next step |
|---|---|---|
| Works at home shop, fails at the other shop | Shop or ONORC setting | Get the machine message, then call the helpline |
| Fails at both shops | Card record | Search the card in FSC Ration Card Search |
| Only the fingerprint fails | Biometric | Read the fingerprint failure guide |
| A family member's name is not shown | Member data | See adding a member |
| Shop gives no reason at all | Unknown | Record it and report it |
Checklist to Record When a Fair Price Shop Refuses Ration
A complaint with details gets taken seriously. A complaint that says "the shop refused" is hard to act on. Fill in this list on your phone or paper before you leave the shop.
| Write down | Example |
|---|---|
| Shop name and number | Name board and any shop number on the wall |
| Date and time | 25 Oct, about 11 am |
| Machine message, word for word | Copy the English text exactly, even if you do not follow it |
| Who was present | Which listed member put the finger on the machine |
| What the dealer said | The reason given, in the dealer's own words |
| Your card number | Keep it private; share it only with the helpline or office |
| Did the card work at the home shop? | Yes or no, with the date |
Ask politely if the dealer will show the screen. Do not photograph other people's cards. Do not post your card or Aadhaar number on social media.
What to Ask the Fair Price Shop Dealer When Ration Is Refused
- "What exactly does the machine show?"
- "Can you try once more?"
- "Is this a problem with my card or with the machine today?"
Stay calm. Never pay extra money to make the machine work. If the dealer asks for payment, add that to your notes.
Check Your Ration Card Details Before Calling the ONORC Helpline
Open the FSC Ration Card Search on the official portal. Pick FSCRefNo, Ration Card No or Old Ration Card No, choose the district and type the captcha. If your card is found, the result shows the card details, the FPShop No, the IMPDS Status and the member list.
123456- 1 Choose FSCRefNo and type it
- 2 or RationCard No
- 3 or Old RationCard No
- 4 Type the captcha shown
- 5 Press Search
- 6 Card details appear here
12- 1 Click FSC Search
- 2 Helpline shown on the portal
Compare the member list with your physical card. We have not verified what each IMPDS Status value means, so do not guess. Read it out to the helpline and ask. IMPDS is the national system that links state ration data.
If the card does not appear at all, read ration card missing in the database. The EPDS Telangana portal guide shows where each search sits on the site.
What to Say to the Ration Helpline About an ONORC Refusal
The official home page lists the helpline as 1967 and 1800 4250 0333. It also lists a Grievance Redressal System for E2E PDS. Here is a short script you can read from your notes.
"My ration card is from [district]. On [date] I went to the shop [name, number] in [town] to collect grain under One Nation One Ration Card. The machine showed: [message]. The dealer said: [reason]. My card works / does not work at my home shop. Please tell me whether ONORC is active for my card at this shop and what I should do next."
Then ask three questions and write down the answers:
- Is ONORC working for my card at this shop?
- If not, who can fix it and what reference number can I track?
- Should I file a grievance as well?
Never share an OTP with anyone who calls you after your complaint.
ONORC Example: Shop Refuses Ration to a Migrant Family
Here is an invented case. Ravi, a driver from Warangal, is working in Hyderabad. He goes to a shop near his room and the machine does not issue grain. He follows the steps in this guide.
| Step | What Ravi did | What he learned |
|---|---|---|
| 1 | Asked the dealer to read the message and wrote it down | He now has exact words to quote |
| 2 | Went to his home shop on his next visit and tried the card | It worked there, so the card is active |
| 3 | Searched the card online | The member list matched his physical card |
| 4 | Called the helpline with his notes | He asked if ONORC is active for his card at that shop and got a reference to track |
The names and place are made up. The point is that Ravi came away with facts, not just a complaint. If the card had failed at both shops, he would have asked the office about the card record instead.
What Not to Do When a Fair Price Shop Refuses Ration
- Do not argue or raise your voice at the counter. A calm request for the message gets you more.
- Do not give your card number, Aadhaar number or OTP to anyone who offers to "fix ONORC" for a fee.
- Do not borrow another family's card to collect grain. Use only the card you are listed on.
- Do not stop trying your home shop. Keep collecting there while the other issue is being sorted out.
If a person from the family travels with you, make sure the member who stands at the machine is listed on the card. A person who is not listed will not be accepted, which is a separate problem. See Aadhaar not linked to a ration card for the linking side.
ONORC Telangana and a Permanent Move: What Changes
ONORC does not change which card you hold. If your family has moved for good, a transfer may suit you better. Our transfer and member migration guide helps you pick the right service.
When to Escalate a Fair Price Shop Refusal Complaint
- The shop refuses on more than one visit without a clear reason.
- The same card is refused at several shops.
- The record shows a wrong or missing member. See name and address correction.
- You are asked to pay extra for normal grain.
Use the helpline or grievance system on the official Food Security Act portal and attach your notes.
Frequently Asked Questions
Can I collect ration at any fair price shop in Telangana?
ONORC is meant to allow collection at other shops, but whether it works for your card at a given shop can change. Ask the helpline before travelling, and keep the machine message if the shop refuses you.
A dealer says my card is from another district. What now?
Ask the dealer to try again and to read out any machine message. Write down the shop, date and reason. If the refusal repeats, give those notes to the helpline or file a grievance and ask them to explain.
Why does the machine reject my card only at one shop?
The card may work at your home shop while that other shop's machine or setting fails. Test the card at the home shop, then report the other shop with the exact message. The helpline can say what applies.
What does IMPDS Status mean in the card result?
It is a field on the FSC Ration Card Search result. We have not verified what its values mean, so read the value aloud to the helpline and ask how it affects collecting grain at another shop.
Where do I complain about a refusal?
Use the helpline 1967 or 1800 4250 0333, or the grievance system shown on the official Food Security Act portal. Give your card number, the shop name, the date and the message you saw.
Should I pay the dealer to make it work?
No. Do not pay anything extra for normal grain. Note the demand with the date and shop name, and include it in your complaint.
